Session Description
Around the world, Indigenous communities are leading in cumulative effects management, yet many continue to face a critical barrier: a lack of internal capacity to lead on their own terms, according to their own laws, knowledge systems, and priorities. While cumulative effects assessment methods have evolved, far less attention has been given to preparing Indigenous communities with the essential governance systems, resources, and tools required for true Indigenous-led cumulative effects management. The next evolution in practice requires a Nation-building approach to strengthening Indigenous institutions.
This interactive workshop introduces two practical planning tools designed specifically to support Indigenous-led cumulative effects management: an Adaptive Readiness Self-Assessment and an Indigenous Cumulative Effects Competency Framework. Together, these tools provide a structured approach for identifying the capabilities, systems, and organizational foundations needed to progress from reactive consultation toward proactive, Indigenous-led cumulative effects management.
The workshop will highlight a case study from Samson Cree Nation in Alberta, Canada, demonstrating how the tools are being applied to assert Indigenous rights and strengthen governance, community engagement, human and financial resources, Indigenous Knowledge integration, data systems, and more.
Participants will then work through facilitated exercises to identify their own community’s readiness and develop practical pathways for advancement. Collaborative discussions will encourage participants to adapt the framework to their own cultural, legal, and governance contexts.
Session Summary
This workshop advances the evolution of impact assessment toward long-term Indigenous governance and stewardship. Participants will leave with practical planning tools, new perspectives, and adaptable approaches that can strengthen Indigenous-led cumulative effects management in diverse jurisdictions around the world.
