Conference Stream: G9. Governance and implementation systems
Session Description
Linear infrastructure projects such as railways and transmission networks are among the critical infrastructure that underpins environmentally sustainable development. The session brings together perspectives from public authorities, private developers, financiers, civil society, and local communities to examine how early and continuous stakeholder engagements can mitigate risks, improve project design, and enhance accountability especially in emerging markets and developing economies. The panel seeks to demonstrate that trust is not a by-product of project delivery but a core asset which, when deliberately cultivated through dialogue, can unlock resilient, inclusive, and sustainable development.
Drawing on case studies from Africa and Asia, the panel highlights the role of dialogue in navigating land acquisition, resettlement, biodiversity protection, cultural heritage, and grievance mechanisms—areas where misalignment among stakeholders can lead to delays in investment, reputational risks, and adverse environmental and social outcomes. The goal of the panel is to highlight the importance of effective stakeholder dialogues across project. This includes the use of active multi-stakeholder dialogues and adaptive management processes that respond to stakeholder feedback. The panel will also address how trust-building contributes to more effective implementation of international and national environmental and social governance standards. Finally, the session considers the role of project owners and financiers in setting expectations for meaningful engagement, as well as the importance of local institutional capacity in sustaining dialogue mechanisms over time.
Session Summary
Linear infrastructure underpins sustainable development, yet countries often face environmental and social risks that deter investment. The panel highlights how informed stakeholder dialogues can build trust, improve ESG outcomes, and de-risk projects to unlock finance and deliver resilient and sustainable impact.
