Session Description
From the start of Impact Assessment (IA), transport infrastructure plans/projects have been subject to IA. IA practice has been influenced by transport infrastructure planning, as infrastructure proposals are fundamental to socio-economic development but also highly contested because of social and environmental impacts. It has stimulated innovation in methods and approaches. Moreover, IA for transport infrastructure provides opportunities to link up with future challenges (renewable energy, social inclusiveness, defence).
To address future challenges, we need to shift from traditionally dominant project-oriented management in transport planning (focusing on solving bottlenecks and congestion) towards more (adaptive) strategic process/program-management, addressing multi-modality, integrated infrastructure and spatial development, visioning and collaborative planning.
Building upon earlier IAIA symposia and workshops, this session aims at taking stock of the state-of-the-art of IA and transport infrastructure development. We want to focus on the multiplicity of transport infrastructure (scale, time, sectors, stakeholders, governance) and the issue of addressing future challenges, including renewal of aging infrastructures.
We invite papers that address the role of IA in the development for transport infrastructure projects (EIA) as well as for policies, plans and programmes on infrastructure networks and mobility systems (SEA), and the interlinkages between these (tiering). This session is part of developing an international handbook of IA for transport infrastructure.
Session Summary
This session aims at taking stock of the state-of-the-art of IA and transport infrastructure development that is facing huge challenges. Presenters are invited to discuss experiences and practices with participants. This session is part of the developing an international handbook on IA and transport infrastructure.
