This study explores the integration of SE into Türkiye’s transportation policies, identifying institutional, legal, and methodological requirements and proposing an implementation framework.
In Türkiye, SEA has to be implemented at the plan and program levels. This requirement became legally with the SEA Regulation, which entered into force upon its publication in the Official Gazette No. 30032 on April 8, 2017.
In this study, the opportunities for implementing SEA in the transportation sector at the policy level were examined using Türkiye as a case study. In this context, developments in Türkiye’s transportation sector were analyzed within institutional, legal, and operational frameworks, and research was conducted on the SEA system to be implemented to overcome existing challenges and strengthen the sector’s structure.
In line with the study’s objectives, in addition to a review of the relevant literature, SEA practices implemented worldwide were examined, and the stages of the implementation process based on the theoretical principles of the SEA and drawing on global experiences were outlined. Recognizing that SEA practice varies depending on the administrative structure of each country, planning system, and policy-making traditions, the study explored the possibilities for implementation in Türkiye’s transportation sector while taking into account the necessary legal and administrative framework requirements. Within this framework, specifically regarding the SEA process at the level of transportation policies, the transportation policies outlined in the 12. Development Plan of Türkiye (2024-2028) were examined, and a model structure was developed concerning the organization of the institutional framework and the SEA implementation methodology
