Session: #72 — Regional environmental assessment and zoning management: Progress & Trends

Summary Statement

A new method utilizing the Ecological and Environmental Zoning Database has been developed to conduct rapid and efficient SEA for large-scale spatial plans.

Abstract

Conducting rapid and efficient Strategic Environmental Assessment (SEA) for large-scale spatial planning is always a significant challenge. To address this, a method has been developed that utilizes the Ecological and Environmental Zoning Database. This approach effectively tackles issues related to data collection, assessment depth, and result presentation in the SEA process for large-scale spatial plans.
Using the Chongqing Mineral Resources Planning SEA as a case study, this presentation demonstrates how the Ecological and Environmental Zoning Database can be applied to conduct large-scale SEA.
1) Using the Database to Identify Ecological and Environmental Issues and Cumulative Impacts from Existing Projects
2) Using the Database to Rapidly Identify Spatial Relationships Between Planned Layouts and Ecologically Sensitive Areas, and Conflicts Between Development Intensity and Regional Environmental Quality Improvement
3) Using the Database to Identify Potential Ecological and Environmental Problems and Risks Arising from Plan Implementation
4) The achievements of the “14th Five-Year Plan” provincial mineral resources planning SEA guided by this method.
