The CIA supports informed decision-making and sustainable hydropower development by effectively managing cumulative and transboundary risks.
This presentation summarises the findings of the Cumulative Impact Assessment (CIA) undertaken for the Kambarata-1 Hydropower Project. The core problem addressed is the potential for significant environmental and social impacts arising not only from the project itself, but from its interaction with existing and planned developments across the Naryn/Syr Darya river system. These cumulative effects—particularly on water availability, biodiversity, sediment dynamics, and downstream communities—are complex, transboundary, and often underestimated in conventional project-level assessments.
To address this, a structured, framework-level CIA methodology was applied, aligned with international good practice (e.g., World Bank ESF and IFC guidance). The approach involved defining spatial and temporal boundaries, identifying Valued Environmental Components (VECs), establishing baseline conditions, and evaluating cumulative impact pathways and their significance. The assessment also incorporated climate change considerations and stakeholder inputs.
The findings highlight key cumulative risks, particularly related to altered seasonal flows, ecosystem sensitivity, and downstream socio-economic dependencies. The study proposes targeted mitigation, adaptive management, and monitoring strategies, alongside recommendations for coordinated basin-level planning.
